Open Letter to the United Nations Secretary-General, António Guterres over 181 NGOs from more then 60 countries call for ‘greater transparency and accountability in the INCB, particularly in relation to its Cannabis Control Initiative’ is is also supported by WORLD HEMP CONGRESS, working in the field of development and implementation of legislation, support to the economy and with GLOBAL HEMP INNOVATION, internationally through various projects and NGO lobbying for more than a decade.
WHC Team, works in the public interest in the field of agriculture and participates in many domestic and international projects, the holder of which is the Association of Herbalists Pomurje, which operates as a prominent international volunteer association.
It also works with the UN, the European Commission, to which the association proposes a number of international cannabis projects, with the EU Parliament, and with a number of international embassies, which develops cannabis legislation together with the WHC Team also monitor, support or comment appropriately internationally.
According to the eminent European cannabis researcher and petition leader Mr. Riboulet-Zemouli told the public: “A year ago, it was a day since we saw cannabis and cannabis resin being moved in accordance with international drug laws. This decision legitimized the normalization of cannabis drugs in health systems.
"However, the INCB is developing its international guidelines, the Cannabis Initiative, in a completely non-transparent manner. Little is known about these guidelines, which shows that they favor restrictive rules that undermine access to and availability of cannabis medicines, which raises concerns about the legitimacy and scope of the procedure.

The open letter goes on ask the UN Secretary-General to insist the INCB observes the following:
-The draft Cannabis Initiative guidelines should be made public, and therefore, follow the drafting process adhered to by other treaty bodies administered by the United Nations secretariat.
-The convened 133rd meeting of the INCB in February 2022, should be a transparent process and informed by civil society.
-That all interested parties, including clinicians, patients, farmers, researchers and regulatory experts should have the opportunity to contribute to the development and improvement of the Cannabis Initiative.
–And the INCB should not interfere with states from discharging their own obligations in relation to both drug control and other topics (human rights, environment, indigenous peoples, trade).
